Particle board, OSB and similar wood-based panels (block board, MDF, particle board, hardboard)
HSN 4410 90 90 (particle board, oriented strand board, and similar wood-based panels) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard — IS 1659:2004, IS 12823:2015, IS 3087:2005, IS 12406:2021, IS 3097:2006, or IS 3513 — is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024. A Phytosanitary Certificate uploaded to e-Sanchit is required as a separate customs-clearance condition.

- 5If the supplier or importer is a small or micro enterprise under the MSMED Act, confirm the applicable phased enforcement date: small enterprises from 11 May 2025, micro enterprises from 11 August 2025 for the Wood Based Boards QCO, and 14 April 2025 / 14 July 2025 respectively for the Resin Treated Compressed Wood Laminates QCO. The single most common error on this tariff line is presenting one CM/L licence for a single IS standard when the consignment mixes product types — for example, a shipment combining pre-laminated particle board (IS 12823:2015) and MDF (IS 12406:2021) where the supplier holds a CM/L only for the former. Each board type requires a distinct, in-scope CM/L; a licence for one Indian Standard does not cover a materially different panel construction, and customs can detain the entire mixed consignment if any line item lacks a matching CM/L.
