The most common error on this tariff line is treating the five applicable Indian Standards as interchangeable and presenting a CM/L issued against one standard as coverage for a physically different board type. A coir-based particle board must be matched to the correct IS — the CM/L licence is standard-specific and facility-specific. Presenting a licence against IS 3087:2005 for a pre-laminated coir board that should be certified under IS 12823:2015 results in a scope mismatch at port, triggering detention regardless of whether the mark appears on the product.
