Oriented strand board (OSB) of wood or ligneous materials
HSN 4410 12 90 (Oriented strand board of wood or other ligneous materials) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1659:2004 and related Indian Standards is mandatory under the ISI Mark Scheme with effect from 11 February 2025, by virtue of the Wood Based Boards Quality Control Order, 2024. A Phytosanitary Certificate, uploaded to e-Sanchit, applies as a separate customs-clearance document requirement.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the applicable Indian Standard — IS 1659:2004 (block boards), IS 12823:2015 (pre-laminated particle boards), IS 3087:2005 (medium-density particle boards), IS 12406:2021 (MDF), or IS 3097:2006 (veneered particle boards) — matching the specific OSB or wood-based board type being imported. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every board or panel in the consignment bears the ISI mark and the supplier's CM/L number as required under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or each panel unit, not on outer packaging alone.BIS (Conformity Assessment) Regulations, 2018 · Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024
- 3Upload a valid Phytosanitary Certificate (document code 851000) to e-Sanchit before filing the bill of entry. The proper officer is required to verify this upload prior to issuing out-of-charge; absence of the PSC on e-Sanchit will hold the consignment.Customs CCR mandatory document condition · e-Sanchit document code 851000
- 4Quote the supplier's BIS CM/L number on the bill of entry, specifying the IS number under which the licence is held. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention under the Customs Act, 1962.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · BIS Act, 2016 · Customs Act, 1962
- 5If the foreign supplier or importing entity qualifies as a small enterprise, confirm the deferred enforcement date of 11 May 2025; for micro enterprises, the date is 11 August 2025. Document the enterprise classification in writing as Customs and BIS may require evidence that the enterprise category claimed is accurate.Wood Based Boards Quality Control Order, 2024 · S.O. 1307(E) dated 12-03-2024 · CCR staggered-enforcement clause
The single most common error on this tariff line is presenting a CM/L licence held against one Indian Standard (e.g., IS 3087:2005 for particle board) when the consignment is OSB — a product whose composition and structural attributes may not be covered by that licence's specific product scope. The Wood Based Boards QCO, 2024 maps each board type to a distinct IS; a licence held against the wrong IS, or one that does not enumerate OSB within its authorised product scope, is treated as non-compliance at port, triggering detention regardless of whether the ISI mark appears on the boards.
