The single most common error on this tariff line is sourcing against a CM/L licence without verifying that the specific board type and grade matches the IS number on the licence. A supplier licensed under IS 12823:2015 for pre-laminated boards does not have a CM/L that covers plain particle boards under IS 3087:2005 — these are distinct licences. Customs verification is IS-specific; a scope-mismatched CM/L produces the same detention outcome as no CM/L at all.
