Plain particle boards of wood or lignocellulosic materials
HSN 4410 11 10 (plain particle boards) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 3087:2005 and associated standards is mandatory under the ISI Mark Scheme with effect from 11 February 2025 under the Wood Based Boards Quality Control Order, 2024 (S.O. 1307(E)). A Phyto Sanitary Certificate uploaded in e-Sanchit applies as a separate customs-clearance overlay administered by the Plant Quarantine authority.

The single most common error on this tariff line is treating the five Indian Standards under the Wood Based Boards Quality Control Order, 2024 as interchangeable and sourcing a CM/L licence against IS 1659:2004 (block boards) when the actual product being imported is a plain medium-density particle board governed by IS 3087:2005. Customs and BIS verify the CM/L scope against the board type declared on the bill of entry; a licence scoped to a different standard — even one notified under the same QCO — does not cover the consignment and triggers detention pending re-verification.
