Continuously shaped non-coniferous wood, other species
HSN 4409 29 90 (continuously shaped wood of non-coniferous species, other) is subject to a mandatory Phytosanitary Certificate requirement administered by Customs at the bill-of-entry stage under India's plant-quarantine overlay. The Phytosanitary Certificate (document code 851000) must be uploaded in e-Sanchit before out-of-charge is granted. No additional sectoral PGA licence applies, and the ITC (HS) import policy does not restrict this tariff line beyond the phytosanitary documentation condition.
- Phytosanitary Certificate from exporting country authority
- e-Sanchit upload confirmation from CBIC
- 1Obtain a valid Phytosanitary Certificate (document code 851000) issued by the national plant-protection authority of the exporting country before shipment. The certificate must confirm the wood consignment is free from regulated pests and must be uploaded in e-Sanchit prior to filing the bill of entry.CCR mandatory-document condition · document code 851000 · e-Sanchit upload requirement
- 2At the bill of entry stage, confirm that the Phytosanitary Certificate bearing document code 851000 is visible in e-Sanchit. The proper officer will verify its presence before granting out-of-charge; absence of the uploaded certificate will result in consignment detention until the document is produced.CCR mandatory-document condition · document code 851000
The most common error on this tariff line is dispatching the consignment before the Phytosanitary Certificate is obtained from the exporting country's plant-protection authority, on the assumption that the document can be produced or re-issued after arrival. A Phytosanitary Certificate must accompany the original shipment; a post-arrival substitute is not accepted as equivalent, and consignments detained for a missing certificate at an Indian port accumulate demurrage and ground rent while the defect is resolved.
