The single most common error on this tariff line is shipping without a Phytosanitary Certificate or uploading it only after the bill of entry has been assessed — by which point detention and demurrage have already begun to accrue. The certificate must be issued by the exporting country's national plant protection authority, not by a private laboratory; a phytosanitary declaration or a fumigation certificate is not an acceptable substitute and will not satisfy the document code 851000 requirement in e-Sanchit.
