Sawn or sliced tropical wood, other species
HSN 4407 29 00 (sawn or sliced wood of other tropical species) is subject to mandatory Phyto-Sanitary Certificate clearance administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy for wood products. The Phyto-Sanitary Certificate (document code 851000) must be uploaded in e-Sanchit before customs out-of-charge is granted.
- Phyto-Sanitary Certificate from exporting country authority
- ITC (HS) policy declaration to CBIC
- 1Obtain a Phyto-Sanitary Certificate (PSC) from the competent plant-protection authority of the exporting country before shipment. Upload the PSC in e-Sanchit under document code 851000 at the bill-of-entry stage; the proper officer will verify upload before granting out-of-charge.CCR mandatory document requirement · document code 851000 · e-Sanchit OOC verification requirement
- 2File the bill of entry and confirm that the e-Sanchit document reference for the Phyto-Sanitary Certificate is correctly linked. Consignments where the PSC has not been routed through the PGA and uploaded will be detained pending verification by the proper officer.CCR PGA-facilitated-bill verification requirement · document code 851000
The most common error on this tariff line is shipping the consignment before the Phyto-Sanitary Certificate is issued and uploaded, on the assumption that it can be submitted after arrival. The customs proper officer is required to verify the PSC upload in e-Sanchit before out-of-charge regardless of whether the bill was PGA-facilitated; a missing or mismatched document code 851000 results in consignment detention, accruing demurrage and ground rent until the document is regularised.
