HSN 4403 96 00 (birch wood in the rough) is subject to phytosanitary clearance administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy for Chapter 44. A Phytosanitary Certificate issued by the competent authority of the exporting country is mandatory at the bill of entry stage and must be uploaded in e-Sanchit before out-of-charge.

- ITC (HS) policy declaration from DGFT
- 1Obtain a Phytosanitary Certificate (PSC) from the competent plant-protection authority of the exporting country before shipment. Upload the PSC in e-Sanchit under document code 851000 prior to filing the bill of entry; out-of-charge will not be granted without this upload.e-Sanchit document code 851000 · CCR mandatory-document requirement for HSN 4403 96 00
- 2At the bill of entry stage, confirm the consignment has been routed through any applicable PGA channel for NOC where required; the customs proper officer will verify e-Sanchit for document code 851000 before granting out-of-charge on PGA-facilitated bills.CCR mandatory-document verification requirement for HSN 4403 96 00
The most frequent error on this tariff line is shipping the consignment before the Phytosanitary Certificate is finalised, on the assumption that it can be uploaded after vessel arrival. The certificate must be present in e-Sanchit before out-of-charge; a missing or defective PSC results in consignment detention at port, accruing demurrage and ground rent until a valid document is presented or the consignment is re-exported.
