The most common error on this tariff line is dispatching the consignment without obtaining the Phyto Sanitary Certificate from the exporting country's competent authority before vessel departure. A certificate procured retrospectively after arrival is not accepted as a substitute; the consignment will be detained at the port of import pending resolution, accruing demurrage and ground rent, and may be liable to re-export or destruction if the deficiency cannot be remedied within the prescribed period.
