Wood waste, chips, sawdust and scrap, agglomerated or unagglomerated
HSN 4401 49 00 (wood waste, chips, sawdust and scrap in other forms) is subject to Wildlife Crime Control Bureau (WCCB) CITES certification requirements governing timber species listed under the Convention on International Trade in Endangered Species. A Phytosanitary Certificate is also mandatory, and the Directorate General of Foreign Trade (DGFT) classifies the tariff line as subject to ITC (HS) import policy conditions including waste-import restrictions under Paragraph 8(b) of the General Notes.

- 1Obtain a valid CITES certificate (document code 626000) for the timber species being imported and upload it in e-Sanchit before filing the bill of entry. The most common error on this tariff line is assuming that the CITES obligation applies only to visibly identifiable timber logs, and that processed waste, chips, or sawdust falls outside its scope. CITES Appendix listings attach to the species regardless of form, and a consignment of chips or sawdust derived from a listed species without a corresponding CITES certificate is liable to seizure and criminal prosecution under the Wildlife Protection Act, 1972. Verify the species origin before shipment, not at the port of arrival.
