HSN 4401 21 00 (Coniferous wood chips and particles) is subject to Wildlife Crime Control Bureau (WCCB) CITES permit requirements governing trade in regulated timber species. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy overlay, and all sandal wood species are excluded from this CTI regardless of form.

The most common error on this tariff line is misidentifying the species and inadvertently declaring a sandal wood variant under CTH 4401 21 00. All sandal wood species are explicitly excluded from this CTH under the ITC (HS) policy, and a misdeclared sandalwood shipment attracts confiscation and prosecution under both DGFT and WCCB enforcement authority.
