HSN 4401 11 10 (Coniferous fuel wood in logs) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which a Phyto Sanitary Certificate is mandatory at the bill of entry. All species of sandalwood are excluded from this tariff line and are subject to separate controls; the ITC (HS) policy governs the import of coniferous wood logs only.

The most common error on this tariff line is the failure to upload the Phyto Sanitary Certificate in e-Sanchit before the bill of entry is filed — even where the physical document accompanies the consignment, the absence of a valid e-Sanchit upload is treated as a missing mandatory document, triggering detention and demurrage. Verify that the certificate covers the specific coniferous species and country of origin stated in the shipping documents, as a generic or misdescribed certificate does not satisfy the requirement.
