HSN 4304 00 20 (Articles of artificial fur) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which prohibits the import of seal skin in any form. Consignments that contain or are derived from seal skin — regardless of labelling as artificial fur — are inadmissible at the bill of entry.

The single most common trap on this tariff line is the assumption that the Prohibited condition applies only to raw seal skin and not to finished articles. The ITC (HS) policy bars seal skin 'in any form', which encompasses finished garments, trim, and accessories — a consignment of artificial-fur articles that on examination contains any seal-skin component faces outright confiscation, not merely detention, with no rectification window.
