Artificial fur articles other than seal skin
HSN 4304 00 19 (Other artificial fur and articles thereof) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which imposes a Prohibited status on any consignment containing seal skin in any form. Artificial fur articles not derived from seal skin are importable under the Free policy, but the importer bears the burden of establishing that the consignment falls outside the seal-skin prohibition at the bill of entry.

The prohibition applies to seal skin 'in any form', which means even a minor trim, lining, or decorative component of seal origin is sufficient to render the entire consignment Prohibited. Importers sourcing blended or composite artificial-fur articles should obtain a fibre-specific material declaration from the manufacturer — not merely a generic Certificate of Origin — because a composite article with any seal-skin element cannot be partially cleared or re-worked at the port of import.
