The most common error on this tariff line is assuming that possession of a CITES permit converts a Prohibited-category import into a freely permissible one. The ITC (HS) Prohibited status is a separate and additional bar to trade: even a valid CITES Certificate does not override the ITC (HS) prohibition without a specific DGFT policy carve-out. Seal skin in any form carries its own absolute prohibition under DGFT Notification 59/2015-2020, regardless of any CITES documentation presented.
