Goat (Common) and kid skins with hair on, tanned or dressed
Tanned or dressed goat and kid skins with hair on
HSN 4302 19 30 (Goat and kid skins with hair on, tanned or dressed) is subject to Animal Quarantine and Certification Services (AQCS) clearance, with a Veterinary Health Certificate and Health Certificate required at the bill-of-entry stage. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy for this tariff line, and import of seal skin in any form is prohibited under that policy. Mandatory compulsory testing through designated laboratories applies per the Ministry of Fisheries, Animal Husbandry and Dairying OM dated 20-02-2025.
- Health Certificate from AQCS
- Veterinary Health Certificate from exporting country
- Designated laboratory test report from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain a Veterinary Health Certificate issued by the competent authority of the exporting country and upload it in e-Sanchit under document code 853AQ1 before filing the bill of entry. Ensure the Health Certificate (document code 6360AQ) is also uploaded; customs out-of-charge will not be granted until both documents are verified in e-Sanchit.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A, Sl. No. 1 · AQCS document codes 853AQ1 and 6360AQ
- 2Ensure the consignment undergoes mandatory compulsory testing at a designated laboratory as determined by the source animal, in strict compliance with the Ministry of Fisheries, Animal Husbandry and Dairying OM dated 20-02-2025. Non-compliance with the testing requirement results in consignment detention pending clearance.OM dated 20-02-2025 issued by Ministry of Fisheries, Animal Husbandry and Dairying, File No. 1-110110/17/2017-Trade (E-2957)
- 3Confirm the consignment does not contain seal skin in any form. Seal skin imports are prohibited under the ITC (HS) import policy administered by DGFT, and any mis-declared or inadvertent inclusion renders the entire consignment liable to confiscation.ITC (HS) import policy, Chapter 43 (seal skin prohibition)
The most common error on this tariff line is dispatching the consignment before confirming the designated laboratory allocation for compulsory testing — the laboratory is assigned by AQCS based on the source animal, and the importer cannot pre-select it. Consignments that arrive without prior coordination with AQCS on the testing route face detention and accruing demurrage while the testing logistics are resolved; the Veterinary Health Certificate from the exporting country must already be in e-Sanchit under code 853AQ1 at that point, or out-of-charge cannot follow even after testing is complete.
