The most frequent error on this tariff line is failing to distinguish species-specific CITES Appendix classification before shipment — an Appendix I species requires a CITES import permit from the WCCB in addition to the exporting-country certificate, whereas Appendix II requires only the export certificate. Arriving without the correct permit tier results in consignment seizure and potential criminal liability under the Wild Life (Protection) Act, 1972. Separately, the absolute prohibition on seal skin in any form applies regardless of CITES status and cannot be overridden by licence or NOC.
