HSN 4205 00 11 (Welt) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which prohibits import of seal skin in any form under the ITC (HS) Schedule. Importers must confirm the article is not derived from seal skin before filing the bill of entry.

The single most common error on this tariff line is assuming the prohibition applies only to raw seal hide and not to processed or finished articles. The ITC (HS) policy prohibits import of seal skin 'in any form', which encompasses tanned, dyed, split, or fully finished welts or leather goods of seal origin; a misdescription of species at the bill of entry exposes the importer to confiscation of the consignment and monetary penalty under the Customs Act, 1962.
