The operative risk on this tariff line is the seal skin prohibition, which applies to seal skin in any form — including blended, laminated, or partially incorporated material — not merely whole seal pelts. An importer relying on a generic leather certificate that does not positively identify the species and tanning process as semi-chrome grain bovine or equine leaves the consignment open to detention and confiscation if the proper officer raises a species-identification query at the port.
