Leather apparel articles other than gloves and garments
HSN 4203 10 90 (Other articles of apparel of leather) is subject to Wildlife Crime Control Bureau (WCCB) clearance under the Convention on International Trade in Endangered Species (CITES), requiring a CITES certificate for any leather apparel derived from CITES-listed species. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) policy overlay, under which import of seal skin in any form is absolutely prohibited.

The CITES certificate requirement applies at the article level, not merely the species level — an importer who holds a general wildlife-import authorisation but cannot produce a consignment-specific CITES certificate for the leather articles in that shipment will face detention at the port of entry pending WCCB NOC. The seal-skin prohibition is unconditional and admits no CITES override; even a validly CITES-certified seal-skin article remains prohibited under ITC (HS) policy and will be confiscated.
