Leather jackets and jerseys of animal origin
HSN 4203 10 10 (Jackets and jerseys) is subject to Wildlife Crime Control Bureau (WCCB) oversight under the Convention on International Trade in Endangered Species (CITES), with a mandatory CITES certificate required at the bill of entry. The Directorate General of Foreign Trade (DGFT) administers an absolute prohibition on import of seal skin in any form under the ITC (HS) import policy.

The most common error on this tariff line is underestimating the species-documentation burden: the CITES certificate must identify the species of origin with sufficient specificity to satisfy the customs proper officer, and a generic supplier invoice describing the goods as 'leather jacket' without a corresponding CITES re-export or export certificate will result in consignment detention. Where the leather derives from a species not listed under CITES Appendices, documentary evidence of non-CITES-listed species origin should accompany the shipment to pre-empt WCCB-routed NOC verification.
