HSN 4202 39 90 (Other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which prohibits the import of seal skin in any form under this tariff line. No sectoral PGA licence is required for goods not falling within the prohibited category.

The seal-skin prohibition applies to the material in any form — not only finished goods identifiable as seal-skin products but also mixed-material items where seal skin forms part of the composition. Importers sourcing residual 'Other' containers under this heading from suppliers handling multiple animal-origin materials must obtain an explicit material-origin declaration from the foreign manufacturer; a post-arrival examination finding seal skin results in outright confiscation with no scope for re-export clearance under the Prohibited-import status.
