HSN 4202 32 90 (Other articles with outer surface of sheeting of plastics or of textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A targeted prohibition applies: import of seal skin in any form is prohibited under the ITC (HS) policy, and any article within this tariff line constructed of or incorporating seal skin is not importable.

The single most common error on this tariff line is treating the seal-skin prohibition as theoretical because the product appears to be a standard plastic- or textile-outer bag. Customs officers may request exporter declarations or laboratory verification of material composition where the surface material is ambiguous; an importer who cannot produce a credible composition declaration risks consignment detention and potential confiscation even if the actual material is not seal skin.
