Jewellery boxes with outer surface of leather
HSN 4202 31 10 (Jewellery box) is subject to Wildlife Crime Control Bureau (WCCB) controls under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), requiring a CITES certificate at the bill-of-entry stage. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy additionally prohibits import of seal skin in any form, which applies where the outer leather surface is derived from seal.
- CITES certificate from WCCB
- ITC (HS) policy declaration from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain a valid CITES certificate covering the specific wildlife-derived material used in the outer surface of the jewellery box and upload it in e-Sanchit under document code 626000 before filing the bill of entry. Customs out-of-charge will not be granted until this document is verified.CITES certificate document code 626000 · e-Sanchit mandatory upload requirement
- 2Confirm that the outer leather surface is not derived from seal skin in any form. Import of seal skin is categorically prohibited under the ITC (HS) import policy; a consignment found to contain seal-skin material is liable to confiscation and DGFT-policy enforcement.ITC (HS) import policy prohibition on seal skin · DGFT policy
The most common error on this tariff line is assuming that a general leather certification suffices where the outer surface involves any CITES-listed species — the CITES certificate must identify the specific species and correspond to the actual material of the imported article. A mismatch between the declared species on the CITES certificate and the species identified during physical examination at the port results in detention, seizure, and referral to WCCB, with no rectification window.
