Satchels and similar bags, cases, containers
HSN 4202 19 30 (Satchels) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which prohibits import of seal skin in any form. Importers must confirm that no component of the consignment constitutes seal skin before filing the bill of entry.
- Import declaration from DGFT
- Material composition certificate from exporter
- 1Verify that the satchels being imported contain no seal skin in any form — outer shell, lining, trim, or accessory component. Import of seal skin in any form is Prohibited under the ITC (HS) import policy for this tariff line, and a consignment found to contain seal skin is liable to confiscation.ITC (HS) import policy, Chapter 42 — seal skin prohibition
- 2Obtain a material composition certificate from the foreign exporter confirming the materials used in manufacture and upload it with the bill of entry to support the customs officer's verification of the seal-skin prohibition.ITC (HS) import policy, Chapter 42
The single most common error on this tariff line is assuming the prohibition applies only to whole seal skins or pelts, and overlooking trace seal-skin elements in trim, handles, or decorative panels. Customs officers may detain the entire consignment pending laboratory or documentary verification if any material declaration is ambiguous; a post-arrival finding of seal skin results in confiscation with no provision for re-export of the non-compliant units separately.
