The seal-skin prohibition applies to seal skin 'in any form' — meaning that a mixed-material travel bag with even a partial seal-skin trim or lining panel falls within the prohibition, not merely whole-skin articles. Importers sourcing from multi-SKU suppliers should verify material composition at the purchase-order stage; a post-shipment discovery at the examination bench results in outright confiscation with no provision for re-export clearance under the goods-prohibited framing.
