Executive-cases other than plastic moulded
Executive cases with outer surface of plastic or textile
HSN 4202 12 70 (Executive-cases other than plastic moulded) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Import is generally permissible, subject to the prohibition on seal skin in any form under the ITC (HS) policy.
- Import declaration from DGFT
- Material composition certificate from exporter
- 1Confirm that no component or outer surface of the executive case is made from seal skin in any form before filing the bill of entry. Import of seal skin in any form is prohibited under the ITC (HS) policy; a consignment incorporating seal skin is liable to confiscation and refusal of out-of-charge.ITC (HS) import policy, Chapter 42 — seal skin prohibition
- 2Obtain and retain a material composition declaration from the exporter confirming the outer surface material (plastic sheeting or textile) and the absence of prohibited materials. Upload supporting documentation in e-Sanchit at the bill of entry stage.ITC (HS) import policy, Chapter 42
The most common error on this tariff line is inadequate material verification at the sourcing stage. Outer-surface materials such as synthetic leather, coated textiles, and composite fabrics can mask animal-derived substrates; an executive case later found to contain seal skin at customs examination triggers prohibition enforcement — confiscation and potential prosecution — regardless of whether the importer was aware of the composition. A supplier-issued material composition certificate with explicit seal-skin exclusion should be secured before shipment.
