Attaché-cases with outer surface of leather
HSN 4202 11 70 (Attaché-cases) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a targeted prohibition on seal skin in any form. Importers must verify that the outer surface and any other leather components of the consignment do not contain seal skin before filing the bill of entry.

An importer who relies solely on a commercial invoice description such as 'genuine leather' without a species-specific material declaration from the manufacturer risks consignment detention and seizure if the customs proper officer identifies seal-derived material at examination.
