Vanity-cases with outer surface of leather or composition leather
HSN 4202 11 60 (Vanity-cases) is subject to Wildlife Crime Control Bureau (WCCB) oversight under the Convention on International Trade in Endangered Species (CITES), requiring a CITES certificate uploaded in e-Sanchit before customs out-of-charge. The Directorate General of Foreign Trade (DGFT) administers an absolute prohibition on import of seal skin in any form under the ITC (HS) import policy.

The most common error on this tariff line is assuming the CITES requirement applies only to visibly exotic leathers such as crocodilian or python skin, while overlooking that any protected-species-derived component — including inner linings, trims, or fittings — triggers the CITES certificate obligation. A vanity-case cleared without document code 626000 uploaded in e-Sanchit is liable to detention and seizure regardless of the declared outer-surface material.
