Executive cases with outer surface of leather or composition leather
HSN 4202 11 50 (Executive-cases with outer surface of leather or composition leather) is subject to Wildlife Crime Control Bureau (WCCB) oversight requiring a CITES certificate where the leather originates from a listed species. The Directorate General of Foreign Trade (DGFT) administers an absolute prohibition on import of seal skin in any form under the ITC (HS) import policy.

The most common error on this tariff line is assuming that a general leather executive case carries no wildlife-trade compliance obligation. The CITES requirement is species-triggered: if the leather is sourced from any Appendix-listed animal, a CITES certificate is mandatory regardless of the commercial grade or processing of the hide. Missing the CITES upload in e-Sanchit (document code 626000) results in consignment detention at the port of import until the certificate is produced and verified.
