HSN 4113 20 00 (further prepared swine leather) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which import is conditionally free for tanned leather but carries a livestock-products quarantine overlay governed by S.O. 2666(E) dated 16-10-2014 as amended by S.O. 4593(E) dated 01-12-2021. Import of seal skin in any form under this chapter is absolutely prohibited under the ITC (HS) policy.

The most common error on this tariff line is shipping without a manufacturer's invoice declaration of irreversible tanning, then discovering at the port of entry that the quarantine NOC exemption does not self-apply — it is triggered only by the declaration on the commercial invoice for each consignment. A missing or ambiguous declaration converts an otherwise free import into a detained consignment pending NOC procurement, with demurrage accruing while the quarantine authority is approached post-arrival.
