Raw hides and skins of swine, untanned
HSN 4103 30 00 (Of swine) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance under the Livestock Importation Act and the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT). A veterinary health certificate and a health certificate must be uploaded in e-Sanchit before out-of-charge, and import of seal skin in any form is prohibited under the ITC (HS) policy.

- 3Confirm that the consignment does not include seal skin in any form. The most common error on this tariff line is confusing the two distinct AQCS document requirements: the health certificate (6360AQ) and the veterinary health certificate (853AQ1) are separate uploads and neither substitutes for the other. A bill of entry routed through PGA facilitation without both codes uploaded in e-Sanchit is detained at the port, attracting demurrage and ground rent while the proper officer withholds out-of-charge. The compulsory laboratory-testing obligation added by the February 2025 OM applies independently of the certificate regime and must be confirmed with the designated laboratory before consignment dispatch.
