Raw lamb skins, unsalted or preserved sheep skins
HSN 4102 29 20 (Lamb skins) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance and veterinary health certification under the Live-stock Importation Act, 1898. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy applies a prohibition on seal skin in any form, and compulsory testing through designated laboratories is mandatory as per the Ministry of Fisheries, Animal Husbandry and Dairying.

- 1Obtain AQCS sanitary clearance and ensure the veterinary health certificate issued by the competent authority of the exporting country is uploaded in e-Sanchit under document code 853AQ1 before filing the bill of entry. - 2Ensure compulsory testing through designated laboratories is completed in accordance with the Ministry of Fisheries, Animal Husbandry and Dairying OM dated 20-02-2025. - 3Confirm the consignment does not contain seal skin in any form; import of seal skin is absolutely prohibited under the ITC (HS) policy. Consignments found to contain seal skin are liable to confiscation and DGFT-policy enforcement.DGFT Notification 59/2015-2020 dated 28-03-2018
The most common error on this tariff line is uploading only the general health certificate (6360AQ) while overlooking the separate veterinary health certificate requirement under document code 853AQ1 mandated by CBIC Circular 24/2022-Cus. Both documents are independently mandatory and a bill of entry presented with only one will be held pending PGA NOC, accruing demurrage and ground rent at the port. The compulsory laboratory testing requirement under the 2025 Ministry OM is an additional post-arrival obligation and does not substitute for either pre-shipment document.
