HSN 4102 29 10 (Sheep skins) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance under the Live-stock Importation Act, with a Health Certificate and Veterinary Health Certificate mandatory at the bill of entry. The Directorate General of Foreign Trade (DGFT) ITC (HS) import policy applies as a concurrent overlay, and import of seal skin in any form is prohibited under DGFT Notification 59/2015-2020.
- Health Certificate from AQCS
- Veterinary Health Certificate from exporting country
- ITC (HS) policy compliance from DGFT
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain a Health Certificate (document code 6360AQ) from Animal Quarantine and Certification Services and upload it in e-Sanchit before filing the bill of entry. Customs out-of-charge will not be granted on PGA-facilitated bills unless this document is verified as uploaded.CBIC Circular 24/2022-Cus dated 28-11-2022 · e-Sanchit document code 6360AQ
- 2Upload the Veterinary Health Certificate issued by the competent authority of the exporting country under document code 853AQ1 in e-Sanchit. This certificate must cover the specific customs tariff item as listed in Annexure A (Sl. No. 1) of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · e-Sanchit document code 853AQ1
- 3Ensure the consignment is routed through a designated laboratory for compulsory testing as mandated by the Ministry of Fisheries, Animal Husbandry and Dairying. The applicable laboratory depends on the source animal and must be followed strictly per the OM dated 20-02-2025 under File No. L-110110/17/2017-Trade.OM dated 20-02-2025 issued by Ministry of Fisheries, Animal Husbandry and Dairying, File No. L-110110/17/2017-Trade (E-2957)
The most common error on this tariff line is submitting only the AQCS Health Certificate (6360AQ) while omitting the separate Veterinary Health Certificate (853AQ1) issued by the exporting country's competent authority — both are independently mandatory and serve different regulatory purposes under CBIC Circular 24/2022-Cus. Additionally, importers must verify that the consignment does not include seal skin in any form, as that prohibition under DGFT Notification 59/2015-2020 is absolute and attracts confiscation irrespective of the other AQCS clearances being in order.
