Pickled raw lamb pelt, sheep or lamb skin
HSN 4102 21 30 (Lamb pelt, pickled) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, including a mandatory veterinary health certificate and compulsory testing through designated laboratories, as a condition of import. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy applies as an overlay; import of seal skin in any form under this chapter is absolutely prohibited per DGFT Notification 59/2015-2020.

- 3Submit the consignment to mandatory compulsory testing through designated laboratories as specified by the Ministry of Fisheries, Animal Husbandry and Dairying. The absolute prohibition on seal skin in any form under this chapter — including under CTI 4102 21 30 — is frequently underestimated: a consignment misclassified as lamb pelt that is found on examination to contain seal skin faces outright confiscation and DGFT-policy enforcement, not merely detention. Separately, the compulsory testing requirement through designated laboratories is source-animal-specific; importers must confirm which laboratory is designated for the precise species and origin before shipment, as post-arrival diversion to an incorrect laboratory does not satisfy the OM dated 20-02-2025 mandate.
