Pickled raw sheepskins, wet-salted or acid-pickled
HSN 4102 21 10 (Pickled sheepskins) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance requiring a veterinary health certificate from the exporting country before out-of-charge. The Directorate General of Foreign Trade (DGFT) administers an ITC (HS) import policy overlay, and mandatory compulsory testing through designated laboratories applies as directed by the Ministry of Fisheries, Animal Husbandry and Dairying.

The most common error on this tariff line is conflating the Health Certificate (6360AQ) with the veterinary health certificate (853AQ1) and uploading only one document in e-Sanchit. Both are independently required and carry distinct document codes; a consignment missing either attracts detention at the port of entry. Note also that any shipment containing seal skin — even incidentally — is absolutely prohibited under DGFT Notification 59/2015-2020 dated 28-03-2018, with no exemption.
