HSN 4102 10 30 (Lamb skins, other than pelts) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, with a Health Certificate and Veterinary Health Certificate mandatory at the bill-of-entry stage. The Directorate General of Foreign Trade (DGFT) ITC (HS) policy applies as an overlay, and compulsory testing through designated laboratories is required per Ministry of Fisheries, Animal Husbandry and Dairying directive dated 20 February 2025.

- 3Verify that the consignment does not contain seal skin in any form, which is absolutely prohibited under the ITC (HS) import policy. Consignments found to contain seal skin are liable to confiscation and DGFT-policy enforcement.DGFT Notification 59/2015-2020 dated 28-03-2018
The most common error on this tariff line is uploading only the Health Certificate (6360AQ) while omitting the separate Veterinary Health Certificate (853AQ1), which is independently required under CBIC Circular 24/2022-Cus for this CTI. Customs out-of-charge will not be granted where either document is missing in e-Sanchit, and a consignment detained pending the Veterinary Health Certificate upload will accrue demurrage and ground rent at the port of import.
