Pelts of baby lambs
Raw wool-on pelts of baby lambs
HSN 4102 10 20 (Pelts of baby lambs) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, requiring a veterinary health certificate and mandatory compulsory testing through designated laboratories under the Ministry of Fisheries, Animal Husbandry and Dairying OM dated 20-02-2025. The Directorate General of Foreign Trade (DGFT) additionally restricts this tariff line under ITC (HS) policy, with a categorical prohibition on seal skin in any form under DGFT Notification 59/2015-2020.
- Health Certificate from AQCS
- Veterinary health certificate from exporting country
- Compulsory testing report from designated laboratory
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain and upload the health certificate (document code 6360AQ) and the veterinary health certificate issued by the competent authority of the exporting country (document code 853AQ1) in e-Sanchit before filing the bill of entry. Both documents must be present before customs out-of-charge is granted.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A (Sl. No. 1) · AQCS sanitary import requirements
- 2Arrange mandatory compulsory testing through designated laboratories as specified by the Ministry of Fisheries, Animal Husbandry and Dairying. The applicable laboratory is determined by the source animal; confirmation of the designated laboratory for sheep and lamb pelt imports must be obtained from AQCS before dispatch.OM dated 20-02-2025 issued by Ministry of Fisheries, Animal Husbandry and Dairying, File No. L-110110/17/2017-Trade (E-2957)
- 3Verify that the consignment does not constitute seal skin in any form. Seal skin is categorically prohibited under the ITC (HS) import policy; any consignment misdescribed or co-mingled with seal skin is liable to confiscation and prosecution under the DGFT enforcement regime.DGFT Notification 59/2015-2020 dated 28-03-2018
The most common error on this tariff line is uploading only the health certificate (6360AQ) and overlooking the separate veterinary health certificate from the exporting country (853AQ1), which is a distinct mandatory document under Circular 24/2022-Cus. Both must be uploaded in e-Sanchit independently; a bill of entry carrying only one of the two documents will be detained pending PGA clearance, accruing demurrage and ground rent at the designated port.
