Compliance steps
  1. 1
Obtain a veterinary health certificate issued by the competent authority of the exporting country and upload it in e-Sanchit under document code 853AQ1 before filing the bill of entry. The health certificate (document code 6360AQ) must also be uploaded; customs out-of-charge will not be granted until both documents are verified in e-Sanchit.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · Annexure A (Sl. No. 1)
  2. 2
Ensure the consignment is routed for compulsory testing through designated laboratories as mandated by the Ministry of Fisheries, Animal Husbandry and Dairying. Testing requirements vary by source animal and must be strictly followed; non-compliance results in detention of the consignment pending test results.
OM dated 20-02-2025 issued by Ministry of Fisheries, Animal Husbandry and Dairying, File No. L-110110/17/2017-Trade (E-2957)
  3. 3
Confirm the consignment does not contain seal skin in any form. Import of seal skin is absolutely prohibited under the ITC (HS) import policy; any consignment found to contain seal skin is liable to confiscation and re-export or destruction.

A word of counsel

The most common error on this tariff line is uploading only the general health certificate (document code 6360AQ) while omitting the separate veterinary health certificate from the exporting country's competent authority (document code 853AQ1). Both are independently mandatory under CBIC Circular 24/2022-Cus, and the absence of either document at the bill-of-entry stage will result in consignment detention and accruing demurrage until the missing upload is rectified through the e-Sanchit system.

Frequently asked
Does HSN 4102 10 10 require BIS certification?

Import is governed by Animal Quarantine and Certification Services sanitary clearance requirements, including veterinary health certification and compulsory laboratory testing, with the ITC (HS) policy administered by DGFT.
Are both document codes 6360AQ and 853AQ1 required at the bill of entry?
Yes. Document code 6360AQ (Health Certificate) and document code 853AQ1 (Veterinary Health Certificate from the exporting country) are independently mandatory and must both be uploaded in e-Sanchit before customs out-of-charge, per CBIC Circular 24/2022-Cus dated 28-11-2022.
Does the prohibition on seal skin apply even if the import is declared under sheep skin?
Yes. The prohibition under DGFT Notification 59/2015-2020 applies to seal skin in any form regardless of the declared description; a misdeclaration exposes the consignment to confiscation and the importer to prosecution under the Customs Act, 1962.
