Raw sheep skins with wool on (fresh, salted, dried, pickled)
HSN 4102 10 10 (Sheep skins) is subject to Animal Quarantine and Certification Services (AQCS) sanitary clearance, including a veterinary health certificate from the exporting country and compulsory testing through designated laboratories, under the provisions governing animal product imports. The Directorate General of Foreign Trade (DGFT) administers the ITC (HS) import policy for Chapter 41, and import of seal skin in any form under this chapter is prohibited per DGFT Notification 59/2015-2020 dated 28-03-2018.

- 1Obtain a veterinary health certificate issued by the competent authority of the exporting country and upload it in e-Sanchit under document code 853AQ1 before filing the bill of entry. The most common error on this tariff line is uploading only the general health certificate (document code 6360AQ) while omitting the separate veterinary health certificate from the exporting country's competent authority (document code 853AQ1). Both are independently mandatory under CBIC Circular 24/2022-Cus, and the absence of either document at the bill-of-entry stage will result in consignment detention and accruing demurrage until the missing upload is rectified through the e-Sanchit system.
