HSN 3827 68 00 covers mixtures containing hydrofluorocarbons (HFCs) falling under subheadings 2903 41 to 2903 48, and is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Import is permitted only with an Import Authorisation issued subject to the recommendation of the Ozone Cell, Ministry of Environment, Forest and Climate Change (MoEF&CC), under policy condition no. 06 of Chapter 38.

The Ozone Cell recommendation is a pre-condition to the Import Authorisation, not a parallel document — DGFT will not issue the authorisation without it, and the two steps must be completed in sequence before the purchase order is placed. Importers who ship against a pending or verbally assured recommendation risk consignment detention at the port of entry, with demurrage and ground rent accruing while the authorisation process is completed retrospectively.
