Clinical waste
Clinical waste, restricted hazardous waste import
HSN 3825 30 00 (Clinical waste) is governed by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Restricted-import policy, with compliance mandated under Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. Import is additionally subject to Para 8(b) of the General Notes regarding import policy of ITC (HS), and a Pre-Shipment Inspection Certificate must be uploaded in e-Sanchit before out-of-charge.
- Pre-Shipment Inspection Certificate from exporter
- ITC (HS) policy compliance from DGFT
- Hazardous waste import authorisation from CPCB
- 1Confirm the import satisfies the Restricted-import status under the ITC (HS) policy and complies with Para 8(b) of the General Notes regarding import policy of ITC (HS). Clinical waste imports that do not meet the applicable policy conditions are liable to confiscation and monetary penalty at the bill-of-entry stage.ITC (HS) Import Policy, Chapter 38 · Para 8(b) of General Notes regarding import policy of ITC (HS)
- 2Ensure compliance with Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 governing transboundary movement and import authorisation for hazardous waste. Upload the Pre-Shipment Inspection Certificate (document code 856001) in e-Sanchit before filing the bill of entry; out-of-charge will not be granted without this document.Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016
The most common error on this tariff line is failing to upload the Pre-Shipment Inspection Certificate (document code 856001) in e-Sanchit before the bill of entry is processed — customs officers are instructed to withhold out-of-charge for any PGA-facilitated bill where this document is absent. Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 impose independent transboundary-movement obligations that operate alongside the ITC (HS) Restricted-import condition; satisfying one does not discharge the other.
