Certified reference materials
Certified reference materials for laboratory use
HSN 3822 90 10 (Certified reference materials) is subject to Ministry of Environment, Forest and Climate Change (MEFCC) controls governing the import of high-end and high-value used or refurbished medical equipment under the Office Memorandum dated 15 December 2023. Import of such used or refurbished equipment is Restricted and subject to conditions as recommended by the Directorate General of Health Services.
- Compliance documentation from MEFCC
- DGHS conditions declaration from importer
- 1Verify whether the certified reference material being imported constitutes used or refurbished medical equipment. If it does, ensure compliance with all conditions specified in the Ministry of Environment, Forest and Climate Change Office Memorandum dated 15 December 2023 before filing the bill of entry.O.M. issued by Ministry of Environment, Forest and Climate Change dated 15-12-2023
- 2Confirm that the equipment does not fall within the critical care medical equipment category excluded from the MEFCC regime. Restricted-import status attaches to high-end and high-value used or refurbished equipment as identified by the Directorate General of Health Services; non-compliance renders the consignment liable to detention.O.M. issued by Ministry of Environment, Forest and Climate Change dated 15-12-2023
The most common error on this tariff line is assuming that new certified reference materials clear customs without scrutiny because the MEFCC restriction is framed around used or refurbished equipment. Customs officers may query the condition of the goods at the bill-of-entry stage; an importer unable to demonstrate that the consignment is new and not refurbished risks detention pending MEFCC-condition verification against the 15 December 2023 Office Memorandum.
