    Where the imported quantity of specified hazardous substances exceeds the threshold prescribed under the Public Liability Insurance Act, 1991, the owner must take out a valid insurance policy before import. Ensure the policy is in place and available for customs verification at the port of entry.

    If the consignment is classified or characterised as a hazardous waste, comply with Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and with Para 8(b) of the General Notes regarding import policy of the ITC (HS). Import of hazardous waste outside these parameters is prohibited and attracts re-export or confiscation.

The most common error on this tariff line is treating the Free import status under DGFT Notification 44/2025-26 as a clearance from all regulatory obligations.
