HSN 3813 00 10 (preparations and charges for fire-extinguishers containing bromochlorodifluoromethane, bromotrifluoromethane or dibromotetrafluoroethanes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15683:2018 (portable fire extinguishers) and IS 16018:2012 (wheeled fire extinguishers) is mandatory under the ISI Mark Scheme with effect from 12 February 2024, under the Fire Extinguishers (Quality Control) Order, 2023. An Ozone Depleting Substances import licence administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the DGFT ODS licence as the primary gate and overlooking the dual-IS compliance split: IS 15683:2018 governs portable extinguishers and IS 16018:2012 governs wheeled extinguishers — a single CM/L against the wrong standard does not cover a mixed consignment. An importer who sources a CM/L-licensed portable unit and ships wheeled extinguishers alongside it will face detention on the wheeled units regardless of ODS licence status.
