Fire-extinguisher preparations containing halon compounds

HSN 3813 00 10 (preparations and charges for fire-extinguishers containing bromochlorodifluoromethane, bromotrifluoromethane or dibromotetrafluoroethanes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15683:2018 (portable fire extinguishers) and IS 16018:2012 (wheeled fire extinguishers) is mandatory under the ISI Mark Scheme with effect from 12 February 2024, under the Fire Extinguishers (Quality Control) Order, 2023. An Ozone Depleting Substances import licence administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

   Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 15683:2018 for portable fire extinguishers or IS 16018:2012 for wheeled fire extinguishers. Verify the CM/L number, product scope, and licensed facility address on the BIS online register before placing the purchase order.

   Ensure every extinguisher unit bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.

   Obtain a DGFT import licence for Ozone Depleting Substances before shipment. Under Rule 10 of the ODS (Regulation and Control) Rules, 2000, Schedule-VII items including portable fire extinguishers and system cylinders containing ODS require a valid DGFT licence; extinguishers that do not contain ODS must carry a label to that effect before import.

   Quote the supplier's BIS CM/L number and the DGFT ODS import licence number on the bill of entry. Customs verifies both independently; an absent, expired, or scope-mismatched CM/L or an unlicensed ODS import triggers consignment detention.

   If the importing entity qualifies as a small enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, note the staggered effective dates: small enterprises from 12-05-2024 and micro enterprises from 12-08-2024. Confirm the correct effective date against the enterprise's MSME classification at the time of import.
