The single most common error on this tariff line is importing from a source not specified on the CIB&RC Certificate of Registration — a defect that customs cannot waive and that results in consignment detention at the notified port followed by re-export or confiscation. The registration certificate and the import permit each tie the product to a named foreign source; any change in manufacturing origin requires a fresh CIB&RC amendment before shipment, not after arrival.
