Cypermethrin technical grade insecticide
HSN 3808 91 35 (Cypermethrin, technical grade) is subject to Central Drugs Standard Control Organisation (CDSCO) registration conditions under G.S.R. 102(E) dated 11-02-2020 issued by the Ministry of Health and Family Welfare (MOHFW), where the product falls within the notified medical-device or regulated-insecticide schedule. Import is also governed by ITC (HS) policy conditions 1, 2, 4 and 7 of Chapter 38 administered by the Directorate General of Foreign Trade (DGFT), and permitted only through ports specified under Rule 45 of the Insecticides Rules, 1971.

- 2Route the consignment through one of the specified ports permitted under Rule 45 of the Insecticides Rules, 1971, and ensure compliance with ITC (HS) policy conditions 1, 2 and 4 of Chapter 38. - 3Include the mandatory additional qualifiers in the import declaration for CTH 3808 as required under paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, with effect from 15-10-2023. The most common error on this tariff line is treating the ITC (HS) 'Free' import status under DGFT Notification 45/2025-26 as removing all pre-clearance obligations — the policy conditions 1, 2, 4 and 7 of Chapter 38 remain operative, the port restriction under Rule 45 of the Insecticides Rules, 1971 is independent of import-policy status, and the CBIC Circular 23/2023-Cus mandatory qualifier requirement applies at the declaration stage regardless of licence status. Consignments arriving at a non-notified port or with incomplete Chapter 38 qualifiers are liable to detention and demurrage pending correction.
