Isoproturon insecticide, herbicide formulations
HSN 3808 91 33 (Isoproturon) is subject to Central Drugs Standard Control Organisation (CDSCO) registration requirements and Ministry of Health and Family Welfare (MOHFW) conditions under G.S.R. 102(E) dated 11-02-2020 where the product is listed as a medical device. Import is free under ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT) per Notification 45/2025-26 dated 15-10-2025, subject to policy conditions 1, 2, 4 and 7 of Chapter 38, and importation is restricted to notified ports under Rule 45 of the Insecticides Rules, 1971.

- 3Include all mandatory additional qualifiers in the import declaration for CTH 3808 commodities as required under paragraphs 4.1 and 4.2 of CBIC Circular 23/2023-Cus dated 30-09-2023, with effect from 15-10-2023. The most common error on this tariff line is overlooking the dual-track regime: Isoproturon may enter as a straightforward insecticide or herbicide formulation subject to Chapter 38 policy conditions, but where the product or its formulation appears in G.S.R. 102(E), it additionally requires CDSCO registration — and importers who ship without confirming this classification face consignment detention at the notified port until registration evidence is produced. The Chapter 38 mandatory qualifiers under CBIC Circular 23/2023-Cus are a separate, parallel requirement and non-inclusion causes bill-of-entry rejection independent of the CDSCO question.
