The single most common error on this tariff line is treating the PESO Form LE-8 licence as a standalone clearance without verifying that the intended port of discharge is on the PESO-notified specified-ports list. A valid Form LE-8 does not cure an unlawful port of entry: customs out-of-charge will be refused, the consignment faces detention and potential confiscation under the Explosives Act, 1884, and corrective re-routing after arrival attracts a further Explosives Rules contravention.
