The most frequent error on this tariff line is treating the PESO Form LE-8 licence as sufficient without verifying the port of discharge against the PESO-notified specified-ports list. The licence and the port of import are interlocked — a valid licence does not cure a consignment routed through an unspecified port, and any storage at an unlicensed premises during transit constitutes unauthorised possession under the Explosives Act, 1884. Confirm the notified port list before vessel departure, not at the bill-of-entry stage.
